Move qiskit-tutorial/reference/approximate/quantum_chemistry.ipynb to appendix/algo_app/ - let @adcorcol figure out how to combine the two into one tutorial on VQE.

I am a bit confused with this. Is it related to #120. I think we should close this and work out who is doing each section. @adcorcol did you want to do this section.
