What should we add?

https://github.com/qiskit-community/qiskit-qubit-reuse should be included in Qiskit proper

I'll take the bait, why? Sure it's useful in some cases, but it works fine as an external plugin, is there a pressing need to integrate it into Qiskit.

Because it is useful and essentially made by IBMers (or now IBMers) and the idea is that IBM Quantum should not have plugins to Qiskit for things that are useful.
