Furo: adjust "Scroll to top" button for Qiskit top nav bar #491

Check qiskit-sphinx-theme.js -- we probably need to tweak some values to account for the top nav bar.

Make sure these changes don't break the Ecosystem theme.

This is no longer a priority. We care more about the Ecosystem Theme, which already is good to go.
