Create card component for the docs page #508

Thanks! Btw, I can do all the qiskit-sphinx-theme changes for https://github.com/Qiskit/qiskit_sphinx_theme/issues/460. I realized we can't do it until we drop the old Pytorch theme.

But it would still be super helpful for you all to set up the card component in the Web Components repository, similar to the qiskit-ui-shell. That will unblock me.

We clarified on Slack that Approach 1 from https://github.com/Qiskit/qiskit_sphinx_theme/issues/460 should not be used to create a web component. It doesn't make sense for qiskit.org.

So, we should use Approach 2. I'm closing this issue as a duplicate of #460, which has instructions on how to do this.
