Add "noindex" to unwanted pages #552

We had some 404 issues in the documentation pages are are investigating them as part of https://github.com/Qiskit/qiskit.org/issues/3498.

From the investigation in https://github.com/Qiskit/qiskit.org/issues/3500:

Noindex Nofollow for Unwanted Pages: We are currently only setting the nofollow meta tag to pages that we do not want to be indexed by search engines, but we need to also set noindex.

This issue is to add "noindex" as well.
