Generalize translations & previous releases to non-Qiskit.org websites #563

The ecosystem theme is used on some non qiskit.org subsites. Figure out how we want to handle those: i.e. make sure that are redirects work properly.

In particular, we need to figure this out for deploying sites with GitHub pages: https://github.com/Qiskit/ecosystem/issues/578. My understanding is that GitHub pages makes you deploy the entire site at once, including the historical API versions and translations. That's different than our normal approach where we only deploy the specific folder we want like /stable/0.4.

When figuring this out, we should probably think about https://github.com/Qiskit/qiskit_sphinx_theme/issues/333.

Turns out that this already works. See https://qiskit-community.github.io/qiskit-machine-learning/locale/fr_FR/tutorials/index.html for translations and https://www.rustworkx.org for previous releases.

Great job @arnaucasau with setting up these GitHub Pages and ensuring it all works!

Closing as "not planned" since it was never a problem.
