New use case definition #429

This issue relates to the definition of new desired use-cases for OpenQL. These concern several instances where it would be desirable to perform multiple gates in a single qubit in the same time-step. In particular, the following use-cases should be further developed and documented in this issue:

virtual-z operations for single-qubit phase correction in cz gates
parking operations during measurement of a qubit
