[QMI-113] Updated Python versions in multiple files, removed `qmi_run… #114

Updated Python versions in multiple files, removed qmi_run_contexts and edited qmi_tool to have a main method. Added py-xdrlib installation from Github source for Python 3.13 version unit-tests.
