[SDS-NNN] Some changes/bugs while testing plugin for quantuminspire #142

While testing pennylane plugin (which uses SDK) some fixes were done:

Adhere to new way of templating bug reports and feature requests
Test for failed experiment fixed (empty histogram for v2 multiple measurement)
Changed error message a bit when experiment failed
When requesting for the same (specific) backend, do return the already initialized one
Adjusted test cases
