Different errors when we try to establish connection to Quali Server in Online Mode = True and Online Mode = False #256

Issue details

When shellfoundry unable to communicate with Quali Server, the new command raises different error messages in case:

Online Mode = True: Unexpected error during shellfoundry version check. Error: [WinError 10061] No connection could be made because the target machine actively refused it.
Online Mode = False:
1. It may be stuck forever, or
2. Error: Connection to CloudShell Server failed. Please make sure it is up and running properly.

Steps to reproduce

Disable shellfoundry communication with Quali Server, and internet (in Online Mode = False)

Affected version:

1.2.17

Affected platforms

[x] Windows
[ ] Linux
