I do agree with this statement. I am one of those individuals and amateurs who has worked their way into the community over the last year. Luckily for me, I have a family member and friends who are programmers and they filled in the gaps of my awareness about the open-source community. Given that not everyone is going to have anyone close to help as I've had, then perhaps your proposal could be be juxtaposed as a vehicle for learning and mentoring rather than the more authoritative organization it
