characteristics on assemblies #24

Add characteristics on assemblies to QIF. For example, the same part might be used for two components of an assembly, and there might be a distance between characteristic applied to a face of the first component and a face of the second component. QIF 3.0 does not have a representation for that which a computer can understand.

Tom, are you sure? We have a working implementation for this. Perhaps you are suggesting that it should be improved?

I was incorrect in asserting QIF did not have a computer-understandable representation for this. I had forgotten that asmPaths could be included in id references. Characteristics on assemblies are handled by QIF already. I am closing this issue.
