Make Quetz understand OCI-backed servers as a packages source.
Having an OCI mirror is only the archival part. The tooling has to learn how to "speak" to it.
Quetz should be able to list packages uploaded to OCI servers as done with Anaconda.org.
This task should be finished in the first 12 months.
