Add structure and instructions to theme extension

We want to be able to have a monorepo with multiple themes for future maintenance.

We need to,

• Update dependencies
• Add clear instructions to run in development mode

Once this is ready we can start creating themes inside the folders as stated in https://github.com/Quansight-Labs/jupyterlab-accessible-themes/issues/40
