ENH - Move to hatch #68

This PR adds the following enhancements:

use hatch instead of the deprecated setuptools approach
add a conda env file to streamline the development environment creation
documentation updates to reflect the new workflows (build and release)
remove redundancy from themes
add GH actions workflow to check the extension can be built
