[x] decide module structure
[x] make into installable package
[x] add conda env file for dependencies
[ ] setup ci and testing
[x] move butler io into a set of util fns
[x] move https://github.com/Quansight/lsst_dashboard/pull/7 into appropriate module class
[ ] Add a version of @tonyfast hvplot metric plot to appropriate location

Latest master has working version. Probably needs restructuring but works for now. Issues with large dataset sizes.
