begin to rewrite with new datasets (untested) #90

Just to give you a head start tomorrow @dharhas, here is a quick eyeball of how a rewrite using the new datasets might work. Point it at /project/tmorton/tickets/DM-21335 to test. I'm assuming dataset.py is the only place this should come in.

Note I have only included the "forced" data in the new dataset, so there will be no difference between forced and unforced until I change that.
