We can create an issue template using the template @kcpevey provided:

* What is the high level objective of the work: i.e. Integrate X & Y
* What should the final state look like:
* What are all the different things that need to be done.
* Who are the stakeholders for the different pieces that might need to clarify things
* What does success look like?
