Add Upload Locally Trained Models #1454

Expected Behavior

We have a section on https://www.quantconnect.com/docs/v2/writing-algorithms/machine-learning/key-concepts teaching how to use Lean-CLI or QC API to upload trained models to the Object Store.

Depends on https://github.com/QuantConnect/Documentation/issues/1447.

Actual Behavior

There is no full working example.
