Unique Viewers #243

Views count should consider unique logged in viewers and only unique logged in viewers can cast a vote and no double voting for each viewer.

To be specific in my view the unique viewer count should be:

Unique users (by IP address)

as this would capture casual readers of the articles (not logged in) + users that are logged into the site.

However I think Vote should only be done by users that have registered with the site (as it is currently)

I agree with this and I would love to see the change as soon as possible, so I've increased priority.

@AtlasMaxima and @AakashGfude -- there should be javascript libraries available to help with this?
