Ability to link to comments page #266

@natashawatkins can you provide more details on what ability to link to comments page mean ?

The ability to share a link that opens up on the comments page of notebook - currently you can only share a link to the notebook page, and then you would need to tell someone to click and go to the comments page

@AtlasMaxima currently our web links only link to the notebook page (such as http://notes.quantecon.org/submission/5b2d5ea1b9eab00015b89f76). I think @natashawatkins would like a link such as

http://notes.quantecon.org/submission/5b2d5ea1b9eab00015b89f76#comments

or some other permalink construct to be able to link to the comments tab (or a specific comment with an id)
