GA: Add in Github Actions #100

This PR enables Github Actions

@jstac in this PR I propose to rename ctmc_lectures folder as lectures as I think the ctmc is redundant and this then aligns with other quantecon projects. However I am fully aware of muscle memory and this can be a problem so let me know and I can revert.

@jstac a lot of these are failing as the quantecon package is not installed. I have added it db7fad4 but in keeping with you just need anaconda would you like me to go through and add an install cell like we have on the other lectures?
