Update the PkgTemplates references in the testing lecture #263

[ ] Might want to see if different arguments (new ones?) are helpful
[ ] Update the ]st stuff to more recent looking pacakges
[ ] Update the CI format based on the newest generated by the pkgtemplates
[ ] Get rid of expectatiosn
[ ] Add in generation of formatting file for JuliaFormatter
