MAINT: Upgrade quantecon-book-theme and python=3.11 #281

This PR updates to quantecon-book-theme==0.7.0 and python=3.11

The improvements include:

updates to support better dark theme
enabling support for margin directives

[x] wait for quantecon-book-theme==0.7.1 with some text improvements (for dark theme)

@jlperla no rush on merging this. Just a courtesy PR to upgrade the site to the latest theme which includes some improvements to author information, dark theme, and support for margin notes.
