Reorder and Adding HPC Section #238

This resolves #229. I will add in the two lectures on parallelization when it is finished.

Thanks @HumphreyYang , appreciated. I'll merge now but please adjust https://github.com/QuantEcon/lecture-python-programming.myst/pull/237 so that the JAX lecture is in the new section on HPC.
