Put this in the RELEASE.md file.

Some of the ones I know about are:

Changing the kernelspec in https://github.com/QuantEcon/lecture-source-jl/blob/master/conf.py
Changing the colab in https://github.com/QuantEcon/lecture-source-jl/blob/master/source/_static/includes/colab_code_cell.txt

Now what do we do on the build servers? And do we need to do something weird with the pdf builds?

Basically just list everthing we we need do for the changes, then when it is time to run the tests, etc. lets discuss.
