Document and add ModelingTookit.jl to Project (it is already in the manifest, no need to bump packages) #862

We want to add in the ModelingTookit.jl to the Project and use it as a case to document the deployment and testing steps.

How do we bump versions, of what, and in what order? What do we test, etc.

@ajozefiak should shadow us for those steps while you walk us through it and document as we go through.
