[python.quantecon.org] Create new landing page for Split Projects #961

create landing pages for python.quantecon.org for the quantecon.org page to point to.

Perhaps this page should be hosted on quantecon.org using a redirect for python.quantecon.org

otherwise we will need to maintain the python.quantecon.org bucket and have an html file there. This makes it a bit more difficult to update easily in the future though.

this will be setup in https://github.com/QuantEcon/lecture-python-website for deployment to the python.quantecon.org bucket when time comes to deploy
