DATA: Migrate high_dim_data to data-lecture-python

To migrate the repository name we need to

• [ ] search across all lectures for any references to high_dim_data
• [ ] make PR's to update to new repo name data-lecture-python
• [ ] update high_dim_data to data-lecture-python
• [ ] document data process for high dimensional datasets that support our lectures on manual.quantecon.org
