Setup 15" MacBook Pro (x86) as a GitHub Runner for osx,x86 builds #58

It would be nice to have osx,x86 builds running on private repositories for quantecon.

We can setup my old MacBook Pro 15" as a server to receive these builds

Setup

[ ] virutalbox (https://www.virtualbox.org)
[ ] Ubuntu 22.04 LTS (https://ubuntu.com/download/desktop)
[ ] Windows 10 (Upgrade to Windows 11)

Hardware

[ ] reformat and register under QuantEcon
[ ] Get Keyboard replaced under Warranty and Upgrade Battery ($229) once reformatted.

With the advent of needing jax and gpu support this is no longer a good option as OS X has gpu that are not supported by jax. In addition it is hard to configure access to hardware through various virtual layers and it is better to use documented approaches on EC2.
