Setup QuantEcon Docker container (reduce build times) #69

Setup a quantecon build container for python projects that is based on docker://nvidia/cuda:11.2.1-devel-ubuntu20.04 that includes support for GPU on EC2 instances.

It should include:

[x] latex support
[x] anaconda install
[x] config required for jax
