[teams] Review Teams and use them to Streamline QE Operation

I think we could be better making use of teams to streamline our operations

I would suggest we greatly simplify and reduce the number of available teams to:

• [ ] anu-ra
• [ ] core-dev -> Write access to all repos
• [ ] python-dev -> QuantEcon.py
• [ ]

Hi @mmcky, I found this issue already opened about reorganising the teams.

I have taken a look through

and it isn't clear which ones are still being actively used

I think the best strategy is:

• [ ] to define what teams we WANT to use and create them first
• [ ] remove old TEAMS no longer in use
