Improve support for Download Notebook Set (jupyter_html pipeline) #251

The option jupyter_image_urlpath should be renamed and confined to the jupyter_download_nb pipeline. make site should use relative references and this urlpath option is really only needed in the download set of notebooks for referencing images and figures on the web.
