Merge latest work on working-branch in favour of using master as next release #30

This PR merges current work from the working-branch in favour of using master to represent the latest version of the extension. This is the workflow we use on other QuantEcon projects and works well as people can install the very latest from the master branch using python setup.py install. Otherwise github tags are used for releases.

This PR contains:

removal of QuantEcon code used to prevent notebooks from autosaving
removal of QuantEcon code used to add jupyter headers. (@NickSifniotis can you please confirm. Was this replaced by the ability to add the welcome_message?)

@NickSifniotis from my review of the conflict -- we should keep the current master using kernelspec. Can you please confirm.
