BUG: Sphinx cache not updating static assets for 'make jupyter' #306

It looks like the static assets are not getting refreshed when updating a document using make jupyter. The new figures didn't flow through and get copied. When issuing a clean run -- the static assets were missing entirely.

[ ] setup an example of a document
[ ] change a figure
[ ] run make jupyter to check transfers updated figure

this was reported using jupinx -n and jupinx -cn

this can't be replicated so closing this issue
