Be able to drop the snort ruleset tarball into a local folder and process from 
there.

There is a workaround for this now..

1: Store the rules tarball in the location that you specified the "temp" path
2: Run PP with the nodownload and nocheck options (it can't verify a hash on a 
closed system.
