Feature Request: Output only enabled rules #60

It would be nice to have a flag that would tell PP to build the rule file it 
produced with only the rules that are actually enabled. This would make it 
easier to manage non-VRT (user created and ET'ish rules) rule files to import 
into other systems such as a Defense Center.
