Qt 0.3.0 update

• Upgraded package.json to use qt 0.3.0
• Updated transitions to use qt.Elements.*
• Removed if/else angle conditions for PolarizingBeamSplitter
• Updated json levels to use either 0 or 90 for PBS
• Removed duplicate router file
• Removed debug level

PBS it working with the polarization but doesn't seem to update the direction according to the rotation of the element.
