Starting point to made asset for mipsel device (like openPli)

OK, may this is may a dead road end. it looks like rust will no longer support mipsel: https://github.com/rust-embedded/meta-rust-bin/pull/147/commits/59f03315634541e42f0c3e6e38631ec2b2005a0e

I've seen that after i tried to go further localy to build. So you can reject the PR. Sorry for the inconvenience...
