CompatHelper: bump compat for Latexify to 0.16 for package QSymbolicsBase, (keep existing compat)

This pull request changes the compat entry for the Latexify package from 0.15 to 0.15, 0.16 for package QSymbolicsBase. This keeps the compat entries for earlier versions.
