Notes A frozen creeper that explodes will create a potion effect cloud that freezes anything that walks into it

This is caused by the creeper spreading effects when exploding. The power uses very strong slowness to 'freeze' the mob in place, but when it explodes, it creates a cloud of this strong slowness effect which has a very long duration

This might be possible to avoid with a shorter duration effect that is constantly reapplied, but as the situation is more complicated than normal, I am unsure how to do it
