Currently, users can view the histograms generated by their local group. Viewing the histograms generated by the combined data of all groups is currently only possible when an Admin user views "combined" histograms through the Admin panel and displays it to users through a video link.
Users should have the option of viewing global, combined histograms on their own interfaces. It may still be desireable to disable this ability until allowed by an Administrator, however.
