Initial STXM stack aligner #3

My vision for this repo was for new things that you want to test with non-developers (i.e. can be easily installed) without making the stability promises the main repo implies.

@borondics I'm happy to merge here and push a new release to pypi if that is what you want, but if you just want it in the main repo, I suggest you make a new PR there.

@stuart-cls OK, I think we should move this over to the main toolbox.

This is still WIP in some sense, as it is a very basic GUI, but hopefully, people here and maybe there if you show them will like it and give some ideas or work on it to extend functionality.

I moved this to Quasars/orange-spectroscopy#280
