NeaSpec reader for interferograms needed #670

The file reader cannot open either neaspec interferogram or spectrum files. Error message: "Read error: could not convert string 'Row' to float64 at row 0, column 1."

@borondics, did the format perhaps change?

The client application version (last line of the measurement file): Version:   1.10.9992.1 I attach a file as an example so you can compare it. 2023-03-17 185901 NF S GoldRef Interferograms.txt.txt

We checked this with @borondics and saw that a small modification to the current spectrum reader wouldn't suffice to open interferogram so we need a new reader.
