Improve the "Command-Line Tools" reference web page #5246

Brief summary This page https://www.qubes-os.org/doc/tools/ could use some love.

Additional context Currently it is in a rather poor state:

  1. It is just a list of commands without any descriptions - if the user doesn't know which command does what, they are left guessing which link to click based on the command name alone.
  2. It is incomplete (e.g. qvm-convert-pdf is missing)
  3. The qrexec-client-vm link is dead
  4. For dom0 commands it isn't even a list of commands, but instead a list of rpm packages. Even if a user knows the command names, they might not know which rpm package the command is in (and therefore which link to click).
