Do you have some other xfce4-panel settings changed? Or maybe some other Xfce4 settings? Or maybe you have some non-standard widget in the panel?

1. Set xfce4 panel background to "background image" and selected some png file 2. Move some window around, fast. I tried both with dom0 windows and VM windows

Your action is correct. There might be some details.
I have tried an EMPTY xfce4-panel with a background image and it starts to become a bit choopy and xfce4-panel memory is slowly increasing. However certain widget can make it faster. Maybe adding a workspace widget will make problem pop out quicker.
I have >10 workspaces.
My background was nasa-pia12348.jpg . Maybe you can try this?
I may set some window manager tweaks but there are too many options. Tell me how to dump them all if it is required ... However even on disabling compositor the xfce4-panel with a background is laggy

Brief summary
setting xfce4-panel background image will make the whole window system laggy
since xfce4-panel is not going to be updated by fedora 37 side this is probably a qubes os specific problem? I have yet to find out a fedora side report on this issue. Probably this warning should be placed somewhere inside the OS, if the problem is not going to be solved soon

all window move laggy when move window crazily xfce4-panel memory spike and crash; with xfce4-panel up Xorg uses 15GB virtual memory; with xfce4-panel killed, Xorg uses 1.5GB virtual memory.
