I assume that a "service qube" is a qube you don't directly launch applications on, unless your configuring your system. (to get them out of the way of daily operations)
Network qubes are a subset of service qubes.
Qubes like sys-gui, sys-audio, sys-logs, sys-backup, sys-usb (if you dont have network and usb combined), and someday when we can pass through "hard drive controller card" as a PCI device, sys-storage are service qubes but do not provide network. Yet, to my knowledge, the only way to get a qube listed as a service qube is to say that it "provides network"
The solution you'd like
Make clear to the end user where service qubes like sys-gui, sys-audio, sys-logs, etc belong
Some possible options:
This could be as simple as a UX change from "provides network?" to "provides network or other service?" or something along those lines.
If you feel that network qubes need to be available as a tight list of just network qubes, then a different possibility could be to change from 1 "provides network?" checkbox to 2 checkboxes: "provides network service" and "provides other service"
The value to a user, and who that user might be
Newer users won't have to search to find out how to make something a service qube
