Create a ansible collection for the qubinode ocp/okd upi deployer

Create a collection called: qubinode_ansible.ocp4_deployer

Move the following roles to the collection and renamed them:

• openshift-4-loadbalancer > ocp4_lb
• nfs-provisioner-role > nfs_provisioner
• ocp4-bootstrap-webserver > ocp4_bootstrap_webserver
• ocp4_kvm_deployer >ocp4_kvm_upi

Refactoring:

• openshift-4-loadbalancer should use the ansible podman collection
• openshift-4-loadbalancer configuration should be passed as a configuration file and not environment vars
• ocp4-bootstrap-webserver should use the ansible podman collection
