Dependencies need refresh

I think we may need to add pkg-config to dependencies.

Several of the docs dependencies are broken in Debian 10.

On a fresh Debian 10.3 I was getting an error I struggled to diagnose after running configure.

I thing this meant I didn't have pkg-config installed which is not listed as one of the dependencies (I don't think it is part of build-essential or any of the other dependencies)

Also a number of the docs dependencies don't seem to be included in Debian 10. Suggest someone more knowledgeable than myself correct these:

sudo apt-get install doxygen octave latex2html texlive texlive-font-utils texlive-publishers texlive-science transfig gnuplot graphviz ps2eps python-tk is OK

but that means

texlive-math-extra -- no longer in Debian
pgf -- no longer in Debian
octave-epstk is no longer included in Debian (was only in Jessie from what I can tell) I see this is covered in #829
