root api now 404s on a non resource #16

The root api was not strict enough before and would accept anything like /asdf and just return the response for /

Good catch. It might be a bit overkill to set up a Map and Rules for this unless we want more functionality in the root app later -- maybe it'd be enough to just verify that the URL is '/and the method isGET` or else raise something?
